Prohibits health care providers from knowingly providing gender-affirming care (hormone therapy, puberty blockers, gender reassignment surgery) to individuals under 18 in Minnesota, effective July 1, 2025

Bans public funds, including Medical Assistance and other state health care programs, from being used for gender-affirming care for minors

Restricts mental health counseling for minors to approaches that do not "suggest, encourage, or affirm" a gender identity different from biological sex assigned at birth

Establishes penalties for violations including a minimum $500,000 civil fine per violation, mandatory professional license revocation, and up to 10 years imprisonment

Exempts treatment for diagnosed medical conditions unrelated to gender identity (such as precocious puberty) and medically necessary interventions for intersex conditions when approved by a legal guardian
