Requires the Minnesota Council on Latino Affairs, Council for Minnesotans of African Heritage, and Council on Asian-Pacific Minnesotans to each establish alternate member pools at a 2-to-1 ratio (two alternates for every regular council seat) to ensure quorum and participation.

Governor appoints alternate members using the same eligibility and diversity criteria as regular members, with priority given to individuals with expertise in public policy, legal affairs, social work, business, or management.

Alternate members serve the same term lengths as regular members with a maximum of eight years total service, must complete the same orientation and training, and assume full voting rights when filling in for absent regular members.

Regular members who miss more than half of scheduled meetings within a 12-month period are automatically replaced by an alternate member pending governor approval.

Each council must submit annual reports to the governor and legislative committees detailing alternate member participation, performance, and impact on maintaining quorum.
