Creates a rebate program for resource recovery and waste-to-energy facility operators who divert materials from the waste stream for recycling, composting, or reuse, with rebates of $30 per ton for recycled/reused/composted materials and $20 per ton for recovered combustor ash

Requires facility operators to submit annual reports to the Commissioner of Revenue by February 1 (starting 2026) detailing tonnage of recyclable materials, compostable materials, and combustor ash removed from the waste stream

Commissioner of Revenue must issue rebate payments by April 15 each year, funded from existing solid waste management tax revenues

Amends revenue allocation so rebate payments are made first, then 70% of remaining funds go to the environmental fund, with the remainder deposited in the general fund

Effective date of July 1, 2025
