Defines essential public health functions as disease outbreak investigation and prevention, laboratory testing, public health alerts, and waterborne disease prevention and response for public water supplies

Requires the Commissioner of Health to provide written notice to legislative committee chairs and ranking minority members and seek Legislative Advisory Commission review before spending from the account

Mandates annual reporting by January 15 on all expenditures from the account, including amounts of federal funding lost, expenditure amounts, and purposes

Directs a one-time transfer of an unspecified dollar amount from the general fund to the contingency account in fiscal year 2026
