Designates mRNA injections and products as "weapons of mass destruction" under Minnesota Statutes section 609.712, including COVID-19 vaccines, modified messenger RNA products, human gene therapy products for infectious diseases, and gene-altering nanotechnology

Criminalizes the knowing manufacture, acquisition, possession, or distribution of mRNA injections and products, with penalties corresponding to existing weapons of mass destruction statutes

Requires state and local government officials (governor, attorney general, sheriffs, law enforcement) to enforce the prohibition; officials who fail to investigate or enforce violations when presented with reasonable evidence face the same criminal penalties

Allows Minnesota residents to sue the state or government officials for injunctive relief, declaratory relief, and monetary damages for lack of enforcement

Effective date of August 1, 2025, applying to crimes committed on or after that date
