Appropriates $1,810,000 from the general fund in fiscal year 2025 to the Department of Education for grants to install law enforcement emergency entry devices (exterior secure master key boxes meeting UL Standard 1037) at school buildings

Eligible applicants include special or independent school districts, charter schools, and cooperative units serving students, with a maximum grant of $1,000 per school building

Cancels any unobligated funds remaining from the 2018 school safety grants appropriation (Laws 2018, chapter 214, article 1, section 4, subdivision 3)

If applications exceed available funding, the commissioner must first award one grant per eligible applicant, then distribute remaining funds by lottery

Grant recipients must update their school safety plans to include information about the emergency entry devices; up to 5% of funds may be used for administrative costs; appropriation available until June 30, 2026
