Appropriates $25,000,000 from bond proceeds to the commissioner of administration for new Direct Care and Treatment facilities in Carlton County providing residential substance use disorder services

Funds cover property acquisition, predesign, design, site preparation, demolition, construction, furnishing, and equipping of the facilities

Any remaining funds after project completion must be used for asset preservation improvements at Direct Care and Treatment facilities statewide

Authorizes the commissioner of management and budget to sell and issue up to $25,000,000 in state bonds to finance the appropriation

Effective the day following final enactment
