Prohibits all noncitizens from receiving state financial assistance, regardless of whether they are lawfully present or undocumented

Defines "state financial assistance" broadly to include payments, grants, loans, in-kind assistance, subsidies, public assistance, and any other financial aid funded by state tax revenue

Overrides any existing state law that currently permits noncitizen eligibility for such assistance

Creates new section 16A.1395 in Minnesota Statutes, chapter 16A (state finance provisions)
