Prohibits drivers from operating a motor vehicle while an electronic device displays "dynamic content" (video, games, live-streaming, interactive apps) visible to the operator

Defines "electronic device" broadly to include wireless devices, tablets, laptops, video players, gaming devices, and wearables with electronic displays

Prohibits vehicle interface systems (built-in screens) from displaying dynamic content unrelated to vehicle operation, condition, maintenance, safety, or navigation while driving

Exempts law enforcement vehicles, authorized emergency vehicles, closed-circuit cameras for visibility, GPS/navigation-only systems, wireless devices used in compliance with hands-free laws, and devices showing passive displays

Effective August 1, 2026, applying to violations committed on or after that date
