Modifies $2,600,000 appropriation from 2020 for the Lake Links Trail project in Dellwood (Washington County) to allow "one or more grants" instead of a single grant for multiuse trail construction around White Bear Lake

Extends the bond sale authorization deadline for the 2020 appropriation from December 31, 2026 to December 31, 2028

Adds new provision allowing Dellwood to complete trail improvements in four specified segments in any order, with separate grant agreements for each segment or combination of segments

Modifies a separate $2,000,000 appropriation from 2023 for the same Lake Links Trail project to also allow "one or more grants" and adds December 31, 2028 availability deadline

Permits remaining funds after completing one trail segment to be applied to other segments within the project
