Repeals Minnesota Statutes section 325E.21, subdivision 2c, which required individuals to obtain a $250 license from the commissioner to sell scrap metal copper (effective January 1, 2025)

Eliminates the requirement for scrap metal dealers to collect and retain copies of sellers' copper sale licenses or supporting documentation when purchasing copper

Removes the licensing system that included annual renewals, $250 renewal fees, $500 late fees, and commissioner authority to suspend or revoke licenses

Maintains all other existing scrap metal dealer recordkeeping requirements, including seller identification, transaction records, vehicle descriptions, and signed attestations that materials are not stolen
