Restructures eligibility for the Minnesota State Retirement System correctional employees retirement plan by replacing existing statute section 352.91 with new sections 352.901, 352.905, 352.907, and 352.908, effective January 1, 2026

Establishes two eligibility categories: positions requiring no direct contact verification (corrections officers 1-3, lieutenants, captains, security counselors, canine officers) and positions requiring employer certification that employees spend at least 75% of working time in direct contact with incarcerated persons or patients

Creates a correctional plan membership committee with representatives from Department of Corrections, Direct Care and Treatment, MSRS, Management and Budget, and employee organizations to make determinations on adding/removing positions and employee coverage

Lists 11 eligible correctional facilities and 2 eligible programs (forensic services and Minnesota Sex Offender Program), along with approximately 120 specific job titles organized alphabetically that may qualify for coverage with direct contact certification

Adds formal appeal rights allowing employees to challenge coverage determinations within 30 days by filing with their agency's human resources manager, with final decisions made by the commissioner of corrections or Direct Care and Treatment chief executive officer
