Eliminates the 2:1 wetland replacement ratio currently required for wetlands on nonagricultural land, establishing a uniform 1:1 replacement ratio (one acre replaced for each acre drained or filled) for all wetlands regardless of land type

Removes variable replacement requirements based on whether wetlands are located on agricultural versus nonagricultural land or in "greater than 80 percent" areas (regions retaining more than 80% of presettlement wetlands)

Deletes minimum acreage requirements from comprehensive wetland protection and management plans, including the 1:1 ratio for 50-80% wetland retention areas and the 2:1 ratio for less than 50% retention areas

Amends Minnesota Statutes sections 103G.222, 103G.2242, and 103G.2243 to conform cross-references and remove obsolete paragraph designations resulting from the ratio changes
