School districts must include culturally responsive, age-appropriate water safety instruction in their health curriculum to reduce drowning risk

Districts with swimming pool access must provide at least eight weeks of swim instruction for all grade 3 students, led by staff trained in addressing barriers to learning to swim (including financial barriers for hair care and swimwear, fear of water, and lack of prior access)

Parents may opt their grade 3 student out of swim instruction if the student is physically unable to participate or has experienced water-related trauma

Early childhood developmental screening programs must include the status of a child's enrollment in a swim instruction program (if the child has access to one)
