Expands the definition of gifted and talented students to explicitly include "twice-exceptional" students who are gifted but also have a learning disability, developmental disability, or autism spectrum disorder

Requires school district assessment guidelines to be sensitive to underrepresented groups, adding twice-exceptional students and students with disabilities or 504 plans to the existing list of low-income families, minority students, and English learners

Amends Minnesota Statutes 2024, section 120B.15, which governs gifted and talented student programs and services
