Imposes a 10-cent excise tax on each sealed plastic beverage bottle under three liters sold by distributors to Minnesota retailers, effective January 1, 2026, and expiring December 31, 2030

Excludes bottles containing FDA-regulated drugs or infant formula from the tax

Deposits all tax proceeds into a new water infrastructure account in the special revenue fund

Prioritizes funding for water infrastructure projects in local governments with low tax base per capita, including sanitary sewers, water treatment, wastewater facilities, PFAS/nitrate removal, water towers, and storm sewer systems

Appropriates any unspent funds by July 1 each year to the Pollution Control Agency for grants to local governments for eligible water projects
