Prohibits foreign nationals from making contributions, donations, or expenditures to support or oppose ballot questions in Minnesota, either directly or indirectly

Defines "foreign national" broadly to include non-citizens, foreign governments, foreign political parties, foreign-organized entities, and U.S. entities majority-owned by foreign nationals (with exceptions for entities using only U.S.-generated funds with U.S. citizen decision-makers)

Requires ballot question political committees to certify upon registration that no preliminary activities were funded by foreign nationals, and to obtain affirmations from donors that they have not accepted more than $100,000 from foreign nationals in the preceding four years

Mandates that persons making independent expenditures on ballot questions certify within 48 hours that they have not accepted funds exceeding $100,000 from foreign nationals in the prior four years

Requires six-year record retention for all contributions and expenditures, and creates a presumption of violation if an entity has accepted more than $100,000 from foreign nationals in the preceding four years
