Creates an 8-member Campus Closure and Consolidation Commission appointed by the governor by August 1, 2025, to evaluate all Minnesota State Colleges and Universities campuses and recommend closures or consolidations

Commission members must have expertise in postsecondary education, demographic research, capital construction, or public finance; elected officials and current MnSCU employees are prohibited from serving

Recommendations must be based on operating costs, capital maintenance expenses, enrollment trends, job placement rates, graduation rates, and academic program reputation

Commission must submit report to governor by December 1, 2026, with recommended campus closures, draft implementing legislation, and cost estimates for repurposing facilities including defeasing state bonds

Governor must approve or disapprove recommendations in their entirety by December 31, 2026; if approved, draft legislation becomes part of biennial budget; commission expires October 1, 2026
