Establishes a mandatory lifetime firearms ban for persons convicted of misdemeanor or gross misdemeanor domestic assault offenses that qualify as a "misdemeanor crime of domestic violence" under federal law (18 U.S.C. § 921(a)(33)), or where a firearm was used during the offense

Changes existing law from allowing courts discretionary authority ("may") to imposing a mandatory requirement ("shall") for lifetime firearm prohibitions in qualifying domestic violence cases

Expands the firearms ban from "pistols" only to all "firearms" for persons convicted of violating orders for protection or committing domestic assault against family/household members

Amends Minnesota Statutes sections 518B.01 (orders for protection), 609.2242 (domestic assault), and 624.713 (ineligible persons) to implement the lifetime prohibition

Allows the lifetime firearms restriction to expire only if the person receives an expungement or pardon that does not expressly prohibit firearm possession; violation of the ban constitutes a gross misdemeanor
