Repeals Minnesota's state preemption law (section 471.633) that currently prohibits cities, counties, towns, and other local governments from regulating firearms, ammunition, or their components

Removes the exclusivity provision (section 624.714, subd. 23) that prevents local officials from modifying or supplementing state permit-to-carry criteria and procedures

Eliminates state preemption over local regulation of pistol carrying/possession and "Saturday night special" pistols (section 624.717), as well as local regulation of ammunition including metal-penetrating bullets (section 624.7191, subd. 4)

Retains and amends section 471.635 to allow local governments to regulate the location of federally licensed firearms dealers through reasonable, nondiscriminatory zoning ordinances

Would enable Minnesota cities, counties, and other local jurisdictions to enact their own firearms and ammunition regulations that differ from state law
