Proposes an amendment to the Minnesota Constitution, Article XI, Section 5, to add public information technology systems, licenses, and infrastructure to the list of authorized purposes for incurring public debt

Allows the state to issue bonds to pay capital costs of design, acquisition, installation, construction, equipping, and servicing public IT systems and infrastructure

Authorizes political subdivisions (local governments) to engage in these IT-related works and contract debt for such purposes

Requires the proposed constitutional amendment to be submitted to voters at the 2026 general election for approval
