Adds the city of Robbinsdale to the list of Minnesota cities (Anoka, Shakopee, and Stillwater) authorized to issue social district licenses allowing alcoholic beverage consumption in designated outdoor areas

Social district licenses permit on-sale liquor license holders with premises contiguous to the district to sell drinks for consumption within the district, but all sales and service must occur on the licensed premises

Containers used in social districts must be non-glass, hold no more than 16 fluid ounces, display the seller's identification, show a district-specific logo, and include the statement "Drink Responsibly - Be 21"

Cities must designate district boundaries by ordinance, establish hours of operation, post management plans online, and maintain signage indicating where consumption is permitted

Effective upon approval by the Robbinsdale City Council and compliance with Minnesota Statutes section 645.021
