Establishes an ambulance operating deficit grant program to provide funding to licensed ambulance services that demonstrate verified operating deficits where expenses exceed revenue from insurance, Medicare, medical assistance, and other sources

Creates a dedicated ambulance operating deficit account in the state special revenue fund to be managed by the director, with grants awarded annually and capped at each grantee's verified operating deficit amount

Excludes from eligibility: specialized life support services, single-license holders with response density greater than 30, and services operating in metropolitan counties or the cities of Duluth, Mankato, Rochester, or St. Cloud

Limits grant increases to no more than 5% above any previous grant without special permission from the director, and requires government applicants to include a resolution of support from their governing body

Requires annual reports to legislative health finance and policy committees beginning February 15, 2026, detailing the number and amount of grants awarded and how grantees used the funds
