Amends Minnesota Statutes section 121A.425 to allow disciplinary dismissals for students in preschool, prekindergarten, and kindergarten through grade 3, replacing the previous prohibition on such dismissals

Requires schools to exhaust nonexclusionary discipline measures before suspending, expelling, or excluding early learners, including collaborating with families and mental health consultants, creating written support plans, or providing referrals for services

Permits suspension only when there is an ongoing serious safety threat to the child or others and after nonexclusionary discipline options have been exhausted

Permits expulsion or exclusion only under the same conditions (ongoing serious safety threat and exhausted nonexclusionary measures), with procedural requirements under existing law applying to these actions

Effective for the 2026-2027 school year and later
