Repeals Minnesota Statutes section 214.078, which currently prohibits mental health practitioners and professionals from performing conversion therapy on clients under 18 years old or vulnerable adults

Removes the existing disciplinary framework that treats conversion therapy on minors and vulnerable adults as unprofessional conduct subject to licensing board action

Amends Medical Assistance statute (section 256B.0625, subdivision 5n) to include the definition of conversion therapy directly in the text rather than referencing the repealed section

Maintains the prohibition on Medical Assistance (Medicaid) coverage for conversion therapy, defined as practices seeking to change an individual's sexual orientation or gender identity

Preserves existing carve-outs allowing counseling that supports gender transition, provides acceptance and understanding, or facilitates identity exploration without attempting to change orientation or identity
