Repeals Minnesota's housing stabilization services program (section 256B.051), which provided Medicaid-funded services to help individuals with disabilities obtain and maintain stable housing, including housing transition assistance, tenancy support, and up to $3,000 annually for security deposits and furnishings

Removes housing stabilization services from the list of covered health services under MinnesotaCare (section 256L.03) and eliminates references to the program throughout related statutes governing background checks and provider enrollment

Amends the housing access grants program to add a new definition of "individual with a disability" directly in statute, since the previous definition referenced the repealed housing stabilization services section

Removes the requirement for housing stabilization services providers to demonstrate compliance with federal and state laws for those specific services, while maintaining other provider qualifications for home and community-based waiver services

All sections take effect the day following final enactment
