Changes commissioner's authority from discretionary ("may") to mandatory ("must") for approving continuing education courses that are approved by other states' regulatory agencies or lead to nationally recognized professional designations, provided they don't conflict with Minnesota law.

Creates up to 4 hours of continuing education credit per licensing period for insurance producers who actively participate in state or national professional insurance associations, credited on an hour-for-hour basis.

Defines qualifying "active participation" as service on a board of directors, formal committee, or formal subcommittee/task force of a state or national chapter of a professional insurance association.

Requires associations to verify and submit continuing education credits on behalf of producers and register as education providers; credits from association participation cannot satisfy the 3-hour ethics requirement.

Limits credit hours from insurance company-sponsored courses and association participation credits to no more than half of the required 24 credit hours per licensing period.
