Creates a state civil cause of action allowing individuals to sue anyone who, acting under color of law, deprives them of rights guaranteed by the U.S. or Minnesota Constitution

Prevailing plaintiffs are entitled to reasonable attorney fees and costs in addition to damages, injunctions, or other relief

Statute of limitations for filing claims is six years from when the cause of action accrues

Prohibits state and local law enforcement agencies from entering voluntary collaborations, task forces, or partnerships with federal agencies unless the federal agency agrees in writing to abide by both constitutions and accept liability for constitutional violations

Effective the day following final enactment and applies to both pending and future civil actions
