Requires executive agencies to conduct one virtual monitoring visit for grants under $50,000, annual in-person monitoring visits for grants between $50,000 and $250,000, and biannual in-person monitoring visits for grants exceeding $250,000

Mandates executive agencies perform financial reconciliation of grant expenditures before final payment, with quarterly reconciliation required for grants over $500,000

Directs the Commissioner of Administration to update grants management policies and procedures to conform with the new requirements

Effective August 1, 2026, applying to grant agreements executed or amended on or after that date
