Establishes an intelligent speed assistance program requiring drivers with revoked licenses for qualifying speed violations to install certified speed-limiting devices on their vehicles, effective January 1, 2028

Expands license revocation to include driving 30+ mph over the limit, 20+ mph over in 35 mph zones or school/work zones, exceeding 100 mph, or three speeding violations within 12 months, effective January 1, 2027

Creates escalating revocation periods based on repeat offenses within 20 years: 6 months (first), 1 year (second), 3 years (third), and 7 years (fourth or subsequent violation)

Allows program participants to use a speed override feature up to 3 times per 30-day period, with violations resulting in revocation extensions of 45 days to 1 year depending on number of violations

Requires the Commissioner of Public Safety to adopt rules by January 1, 2028, and appropriates funds from the driver and vehicle services operating account (specific amounts not yet specified)
