Sets a flat $50 surcharge for plug-in hybrid electric vehicles, eliminating the previous MSRP-based calculation that ranged from $50-$75 depending on registration period

Creates a new vehicle weight surcharge for passenger automobiles: $0 for vehicles under 5,000 pounds, 7% of the registration tax for vehicles 5,000-5,999 pounds, and 10% for vehicles 6,000 pounds or more

Deposits all revenue from these surcharges into the highway user tax distribution fund

Applies to registration periods starting on or after January 1, 2027, effective the day following final enactment
