Adds individuals enrolled as "adults without children" who risk losing medical assistance eligibility to the expedited disability determination process, and requires the commissioner to notify these recipients by October 1, 2026, about potential disability-based eligibility

Reduces retroactive eligibility from three months to one month for adults without children, and changes their redetermination period from 12 months to every six months, effective January 1, 2027

Requires quarterly review of the Social Security Administration's death master file beginning January 1, 2027 to identify deceased medical assistance recipients and terminate their eligibility

Narrows the definition of "qualified noncitizen" for medical assistance by removing several immigration categories including refugees, asylees, parolees, battered noncitizens, and those granted withholding of deportation, effective October 1, 2026

Requires managed care plans and county-based purchasing plans to promptly transmit updated enrollee address information to the commissioner beginning January 1, 2027
