$6,500,000 appropriated from bond proceeds to the Commissioner of Employment and Economic Development for a grant to South St. Paul for site preparation, construction, equipping, and furnishing of a new swimming pool and aquatics center

Grant is exempt from requirements under Minnesota Statutes section 16B.325

Facility must incorporate sustainability features including high-efficiency lighting, native/pollinator-supporting landscaping, WaterSense certified plumbing, daylighting, shade features, low-VOC materials, and photovoltaic-ready infrastructure

Accessibility features required to support visitor travel by active transportation (walking, biking)

Commissioner of Management and Budget authorized to sell and issue up to $6,500,000 in state bonds; effective the day following final enactment
