Appropriates funds from the general fund in fiscal year 2027 to the Commissioner of Public Safety for grants to school districts, charter schools, cooperative units, and Tribal contract schools to establish anonymous threat reporting systems

Requires grant recipients to provide at least a 50-percent match from nonstate funds, with at least half of all grants awarded to schools located outside the 11-county metropolitan area

Permits grant funds to cover development, purchase, implementation, operation, and maintenance of threat reporting systems, including staff compensation for those responding to reported threats

Allows the Department of Public Safety to retain up to 10 percent of the appropriation for grant administration and technical assistance through the Minnesota School Safety Center

Requires an annual report by February 15 to legislative committees identifying grant recipients and how funds were used; appropriation remains available until June 30, 2028
