Amends Minnesota Statutes section 609.52, subdivision 3a to create enhanced penalties for theft when the offender knows or has reason to know the victim is a vulnerable adult

Misdemeanor theft from a vulnerable adult is elevated to a gross misdemeanor

Gross misdemeanor theft from a vulnerable adult becomes a felony with up to 2 years imprisonment and/or a fine of up to $5,000

Felony theft from a vulnerable adult receives a statutory maximum sentence 25 percent longer than the underlying crime

Effective August 1, 2026, applying to crimes committed on or after that date
