Creates a new civil cause of action allowing injured persons to sue those who violate Minnesota's duty to render aid statute (section 609.662)

Permits recovery of damages, court costs, disbursements, and reasonable attorney fees for victims

Amends existing criminal statute by adding a civil remedy as Subdivision 6

Effective date of August 1, 2026, applying only to causes of action arising on or after that date
