Creates a state civil rights cause of action allowing individuals to sue anyone who, acting under color of law, deprives them of rights guaranteed by the U.S. Constitution or Minnesota Constitution

Prevailing plaintiffs are entitled to damages, injunctive relief, and mandatory reasonable attorney fees and costs

Establishes a six-year statute of limitations for filing civil rights claims under this section

Prohibits state and local law enforcement agencies from entering voluntary collaborations, task forces, or partnerships with federal agencies unless the federal agency agrees in writing to abide by both constitutions and accept liability for constitutional violations

Effective the day following final enactment and applies to all pending and future civil actions
