Limits state-funded free school meals to students from families with incomes at or below 500% of the federal poverty guidelines, renaming the "free school meals program" to "enhanced school meals program" effective fiscal year 2027

Creates a new "first tier" local optional allowance of $90 per adjusted pupil unit for school districts, in addition to existing tiers of $300 (second tier) and $424 (third tier)

Establishes safe schools aid of $36 per adjusted pupil unit for school districts, charter schools, Tribal contract schools, nonpublic schools, and cooperative units (minimum $20,000 for cooperative units)

Increases charter school general education revenue by $132 per adjusted pupil unit and adds the first and second tier local optional aid allowances from the student's district of residence to their funding calculation

Appropriates funds for fiscal year 2027 for safe schools aid, additional local optional aid, and school lunch aid (amounts to be determined), while reducing the previously appropriated $276,392,000 for school lunch in FY2027
