Encourages schools, employers, state agencies, and community organizations to observe the day through educational programs, employee training, student assemblies, and prevention campaigns

Defines bullying as repeated aggressive behavior involving power imbalance that creates hostile environments, including cyberbullying

Defines harassment as unwelcome behavior based on actual or perceived traits that interferes with participation in school or work environments

Explicitly states the designation does not create new legal causes of action, expand liability, or alter existing defamation or free speech standards
