Streamlines specialty dentist licensure by eliminating requirements for board interviews, patient record reviews, and mandatory English proficiency testing, while retaining core requirements like CODA-accredited training and National Board examinations.

Adds felony-level criminal sexual conduct convictions (section 609.342) as explicit grounds for license denial or revocation, with such actions exempt from rehabilitation review under chapter 364.

Establishes fees for guest license renewals ($50 annually), emeritus active license late fees (25% of biennial renewal), and limited radiology registration reinstatement ($24), while repealing requirements for conspicuous display of license certificates and dentist names at office entrances.
