Adds a new exception to Minnesota's hospital construction moratorium allowing a project to add 85 licensed beds at an existing safety net, level 1 trauma center hospital in Ramsey County (Regions Hospital)

Modifies the existing exception for national referral centers by changing the qualifying criteria from facilities "meeting state and national needs" to those receiving more than 40 percent of patients from outside Minnesota

Amends Minnesota Statutes 2024, section 144.551, subdivision 1, which governs restricted hospital construction and modification
