Increases maximum annual practical examinations from six to eight times per year, adds statutory definitions for "straight razor" and "waxing," and clarifies that waxing is not considered barbering

Creates pathway for licensed cosmetologists to receive up to 1,000 hours credit toward barber registration requirements if their training is substantially similar to barber school curriculum
