Expands eligibility for burial in state veterans cemeteries to include honorably discharged members of the National Guard and other reserve components, along with their spouses and dependent children

Requires the Commissioner of Veterans Affairs to establish a fee schedule for interment of National Guard and reserve component members and their eligible family members, with fees set to cover actual interment costs excluding plot value

Authorizes the commissioner to waive or reduce burial fees for indigent eligible persons upon application, and requires maintenance of a policy, eligibility standards, and application form for fee waivers

Prohibits charging plot or interment fees for service members who die on active duty or eligible veterans as defined under federal law (38 U.S.C. § 2402)
