Requires at least one state trooper assigned to the Capitol complex at all times, with current training or recent experience in criminal investigations, witness identification, and report writing

Establishes the Division of Capitol Security as the lead agency for investigating alleged criminal offenses in state-owned and leased-to-own buildings within the Capitol Area

Mandates annual meetings on Capitol security, emergency planning, and public access, including participation from tenants, state employees, lobbyists, vendors, media, and public advocacy groups

Requires emergency assistance and security escorts for state constitutional officers within the Capitol Area until July 1, 2026

Allows transfer of criminal investigation responsibility to another law enforcement agency with written agreement between the division director and the other agency's chief law enforcement officer
