Creates a new category of "plug-in solar photovoltaic device" defined as a portable solar device with maximum power output of 1,200 watts that can connect to on-site energy storage and must be certified by an OSHA-recognized testing laboratory

Exempts qualifying plug-in solar devices from utility interconnection agreements, net metering requirements under section 216B.164, and any utility-imposed fees, conditions, approvals, or reporting requirements

Shields electric utilities from liability for any damage or injury caused by plug-in solar photovoltaic devices

Effective the day following final enactment
