Amends Minnesota Statutes section 253B.02, subdivision 2, which defines "chemically dependent person" for civil commitment purposes

Removes the provision that automatically classified pregnant women as chemically dependent if they used certain substances during pregnancy (opium, cocaine, heroin, phencyclidine, methamphetamine, amphetamine, tetrahydrocannabinol, or alcohol) for nonmedical purposes

Retains the general definition requiring both incapacity for self-management due to habitual substance use AND recent conduct posing substantial likelihood of physical harm to self or others

Effective the day following final enactment
