Removes requirements for counties to hold public hearings with 15-day notice on proposed regional parks and trails plans and budgets before submitting them to the commission

Changes commission leadership elections from annual to biennial and removes the requirement to list grant recommendations in priority order in the January 15 annual report

Extends availability of fiscal year 2024 parks and trails fund grants to June 30, 2027 for four projects: Mesabi Trail (St. Louis/Lake Counties), Oxbow Park and Zollman Zoo (Olmsted County), Kraemer Lake and Wildwood County Park (Stearns County), and Plum Creek Park (Redwood County)

Extends availability of fiscal year 2025 grant for Robinson Quarry Park (City of Sandstone) to June 30, 2028

Repeals obsolete statutory provisions regarding the commission's first appointments (June 2013) and first meeting (July 2013)
