Expands the definition of "student support services personnel" to include special education teachers licensed in Minnesota as academic and behavioral strategists, or in developmental disabilities, emotional or behavioral disorders, learning disabilities, or autism spectrum disorders

Allows student support personnel aid to be used for contracted services from any licensed student support services personnel, including the newly added special education teacher categories

Requires costs paid by student support personnel aid to be excluded from special education expenditure calculations under section 125A.76 to prevent double-counting in school revenue formulas

Authorizes the commissioner to establish procedures ensuring these reimbursed costs are excluded from other school revenue calculations

Effective for revenue in fiscal year 2027 and later
