Adds hasenpfeffer to the list of authorized "social skill" card games exempt from Minnesota gambling prohibitions under section 609.761, subdivision 3

Hasenpfeffer tournaments would be subject to existing requirements: no direct financial benefit to promoters/organizers and maximum prize value of $200 per tournament

Currently authorized games include cribbage, skat, sheepshead, bridge, euchre, pinochle, gin, 500, smear, Texas hold'em, and whist
