Watershed districts with more than 100 employees may now self-insure for employee health benefits including long-term disability (but not life benefits) by ordinance or resolution

Two or more watershed districts may jointly self-insure with other local governments (cities, counties, school districts) if their combined workforce exceeds 100 employees

Watershed districts must follow existing requirements: plans must provide all legally mandated benefits, be certified under section 62E.05, and be filed with the Department of Commerce

Adoption or dissolution of self-insured health plans requires notification and agreement from the exclusive representative (union) representing the largest number of affected employees

Employees of watershed districts with self-insurance plans may enroll at their own expense upon request of their certified exclusive representative
